이로써 기준금리는 1%, 재할인율은 1.25%로 2004년 이후 최저수준으로 낮아졌다.
연준은 FOMC성명에서 기존의 인플레이션 우려 표현을 삭제하고 경기 추가 하강 가능성을 경계했다. 이는 '물가와 성장'에 대해 동등한 무게를 둬 온 전통적인 중앙은행의 입장에서 벗어나 시장 안정과 경제성장을 위해 적극적인 금융완화 정책을 펼 것임을 명시적으로 밝힌 것이다.
◇ "경제하강 위험 상존..수출도 어둡다" 실물경제 우려 강도 높여
연준은 이날 FOMC 성명 서두에서 "소비 지출 감소로 인해 경제활동 속도가 현저하게 둔화됐다(The pace of economic activity appears to have slowed markedly, owing importantly to a decline in consumer expenditures)"고 우려했다.
특히 "해외 국가들의 경제 활동둔화가 미국의 수출 전망에 찬물을 끼얹고 있다"며 지금까지 미국 경제를 지탱해온 수출마저도 흔들리고 있는 상황을 지적했다.
여기에 "금융시장 혼란의 격화(the intensification of financial market turmoil) 로 가계와 기업의 자금조달이 어려워지는 등 소비가 추가로 위축될 것"이라며 금융시장이 조속히 안정되기가 쉽지 않을 것임을 인정했다.
연준으로서는 이례적일 정도로 금융 및 실물 경제에 대한 우려의 강도를 상향, 대폭적인 금리인하의 필요성을 강조한 것이다.
◇ '인플레 우려' 문구는 삭제..추가 인하 운신폭 확대
반면, 인플레이션에 대해서는 사실상 경계의 고삐를 늦췄다.
연준은 "에너지와 상품가격 하락과 경제활동 둔화전망으로 향후 수분기동안 물가 안정에 바람직한 수준으로 인플레이션 압력이 완화될 것(In light of the declines in the prices of energy and other commodities and the weaker prospects for economic activity, the Committee expects inflation to moderate in coming quarters to levels consistent with price stability)이라고 내다봤다..
연준은 가장 최근의 정례 FOMC까지만 해도 "인플레이션 우려가 상당한(significant)수준으로 남아 있다"는 문구를 유지했으나 이번 FOMC 성명에서는 이같은 문구를 삭제함으로써 추가 금리 인하를 위한 운신의 폭을 넓힌 것으로 풀이된다.
연준은 이어 또 "오늘의 금리인하를 포함, 세계 각국 중앙은행들의 금리인하 공조, 이례적인 유동성 투입, 금융시스템 강화를 위한 공식 개입 등이 신용시장 상황을 개선하고 견조한 경제성장을 촉진시킬 것"이라고 기대했다.

The Federal Open Market Committee decided today to lower its target for the federal funds rate 50 basis points to 1 percent.
The pace of economic activity appears to have slowed markedly, owing importantly to a decline in consumer expenditures. Business equipment spending and industrial production have weakened in recent months, and slowing economic activity in many foreign economies is damping the prospects for U.S. exports. Moreover, the intensification of financial market turmoil is likely to exert additional restraint on spending, partly by further reducing the ability of households and businesses to obtain credit.
In light of the declines in the prices of energy and other commodities and the weaker prospects for economic activity, the Committee expects inflation to moderate in coming quarters to levels consistent with price stability.
Recent policy actions, including today’s rate reduction, coordinated interest rate cuts by central banks, extraordinary liquidity measures, and official steps to strengthen financial systems, should help over time to improve credit conditions and promote a return to moderate economic growth.
